The Police Outreach Program (P.O.P.) is a cooperative effort between the Cortland Police Department and the Cortland Youth Bureau. The objective of the program is to create positive interactions between youth and local law enforcement. The Police Outreach Program is federally funded through the Byrne Fund, named after a 22 year old New York City Police Officer who was killed in the line of duty. Kicked off in September, 1998, the program was launched at the Youth Bureau Teen Center. Typically, a city Police Officer will come and interact with youth on Friday and Saturday Nights. In 1999, the program was expanded to the city parks during the summer months. Recently, the program has been restructured to include special events and lectures at the East End Community Center. These activities include Personal Safety workshops, Home Security workshops, and Child Identification Digital Fingerprinting and Car seat Safety Check programs. Officers are also available to meet with various community-based organizations, neighborhood watch groups, and any city residents in order to proactively reduce crime. The Cortland Police Department wishes to maintain open lines of communication between the Police Department and city residents regardless of ethnic, cultural and economic backgrounds.
